The changes are effective January 1, 2018 and apply to all DOT agencies. The final ruling aligns the DOT panel with the Department of Health and Human Services (DHHS) panel change that went into effect on October 1, 2017. DOT drug testing regulations must remain in harmony with the DHHS Mandatory Guidelines.
